Prime Minister Narendra Modi chaired the 54th meeting of PRAGATI on Wednesday, October 28, 2026, reviewing infrastructure projects worth more than Rs 16,000 crore spread across 31 states and Union Territories. The review, held at Seva Teerth, covered railway station redevelopment, bulk drug parks, Ekta Malls and the Aspirational Districts and Blocks programmes.
Sharing details on X on Thursday, the Prime Minister summed up the message he gave officials: "The focus is clear…substantive outcomes, timely execution and long lasting benefits for people."
What Is PRAGATI?
PRAGATI stands for Pro-Active Governance and Timely Implementation. It is an ICT-enabled, multi-modal platform that brings the Prime Minister, Union Secretaries and state Chief Secretaries on a single video-linked review. The idea is simple: when a big project gets stuck because of land, clearances or coordination between departments, the issue is flagged and pushed for resolution at the highest level, with deadlines attached.
Over the years, PRAGATI reviews have been used to unblock highways, railway lines, power plants and welfare delivery issues that had been stalled for long periods.

Railway stations as multimodal hubs
The meeting looked at the redevelopment of major railway stations, including Ahmedabad railway station. The Prime Minister asked for faster modernisation of big stations across the country and said they should be designed as multimodal hubs with seamless links to metro and other transport. For daily commuters, that means fewer separate journeys and easier transfers between trains, buses and metro lines.
Bulk Drug Parks and pharma self-reliance
Bulk Drug Parks in Andhra Pradesh, Gujarat and Himachal Pradesh were also on the agenda. These parks are meant to give drug makers shared infrastructure to produce active pharmaceutical ingredients (APIs) in India. PM Modi stressed that domestic production of APIs and other essential inputs should be a priority so that India depends less on imports for key medicines. The Andhra Pradesh park is especially important for the state's coastal industrial belt.
Ekta Malls for artisans
Ekta Malls are being built as marketplaces for local products, giving artisans and small businesses a place to sell to a wider audience. The Prime Minister said these malls should be linked with tourism and local enterprise. He pointed out that higher demand could create rural jobs not just in making products, but also in packaging, storage and transport. Chief Secretaries were asked to review their progress regularly and ensure timely completion.
Aspirational Districts and Blocks
On the Aspirational Districts and Aspirational Blocks programmes, the Prime Minister called for better convergence between schemes, regular monitoring and local accountability. The Prime Minister noted that sustained efforts in governance and welfare delivery have helped nearly 25 crore people move out of multidimensional poverty.
The Prime Minister's Directions
- Chief Secretaries should review welfare schemes every month with District Magistrates to spot gaps and make sure benefits reach people on time.
- Ministries and state governments should resolve bottlenecks in "mission mode", with close monitoring at the senior-most level.
- Centre-state and inter-agency coordination must be strengthened so projects stay on schedule.
- The focus should be on outcomes rather than outlays, so that public money leads to visible improvements on the ground.
- Officials should anticipate problems early, take timely decisions and fix clear accountability.
What It Means for Citizens
For most people, PRAGATI reviews are invisible, but their results are not. A station that gets completed on time, a drug park that starts production, or a scheme payment that arrives without delay all depend on this kind of follow-up. The monthly review of welfare schemes at the district level, in particular, could make a real difference for beneficiaries in remote and underserved areas.
What Happens Next
Chief Secretaries are expected to follow up on the issues flagged in the meeting, and progress on these projects will be tracked in future PRAGATI reviews. With railway stations, pharma parks and Ekta Malls all moving into crucial construction stages, the coming months will show how quickly the Centre's push for faster execution translates into results.
