A rain-triggered crowd surge outside the Chorbagan Sarbojanin Durga Puja pandal in north Kolkata on Saturday evening has left 19 people dead and 25 injured, turning one of the busiest nights of the festival into a tragedy. West Bengal Chief Minister Suvendu Adhikari confirmed the toll on Sunday, admitted there were "some shortcomings" in the arrangements, and said anyone found negligent would face legal action.

The pandal, located off Chittaranjan Avenue near Muktarambabu Street, had drawn thousands of visitors. Within hours, the state had announced compensation, a special investigation and a safety review of major pandals across Bengal.

What happened at the Chorbagan pandal

According to police and officials quoted by news agencies, a large crowd was queued outside the pandal on Saturday evening when it began to rain heavily. People waiting on the road pushed forward, apparently looking for shelter, and an announcement by the organisers added to the rush. Several people lost their footing and fell on the road, and those behind them kept moving. A police officer described it as a "stampede-like situation".

The narrow lanes around the pandal, typical of old north Kolkata neighbourhoods, are believed to have made it harder for people to move away and for emergency teams to get in. Disaster management personnel were sent to the site and the injured were rushed to Calcutta Medical College and Hospital.

Initial reports put the number of dead at 10 and then 17. The Chief Minister said 17 people were brought dead to hospital, and the toll rose to 19 by Sunday. Of the 25 injured, one person remains in critical condition, while officials said the others are out of danger. Media reports said most of those who died were women and children.

Organisers and security staff detained

Puja organisers and private security personnel deployed at the pandal were detained for questioning, according to the Chief Minister and agency reports. Kolkata Police are examining whether crowd control was inadequate, whether there was confusion over entry and exit routes, and how much the sudden downpour contributed. CCTV footage from the area has been collected to reconstruct how the crowd moved in the minutes before the surge.

Some residents and eyewitnesses have alleged that announcements were unclear and that police deployment was thin for a pandal of this size. These claims are part of the investigation and have not yet established who is responsible.

Compensation announced by the Centre and the state

Prime Minister Narendra Modi expressed grief over the tragedy and announced ex-gratia from the Prime Minister's National Relief Fund. The West Bengal government announced a larger package for the families.

Special investigation and a statewide safety review

Chief Minister Adhikari said the state will set up a special investigation team for an impartial probe and will request the Calcutta High Court to make a sitting judge available to supervise it. He also announced a high-level committee to check safety at major Durga Puja pandals across West Bengal, covering crowd management, exit routes and the structural safety of pandals.

The committee includes Rajesh Sinha, Principal Secretary of the Disaster Management Department, Anuj Sharma, Director General of Fire Services, and Javed Shamim, Additional Director General of Police (Law and Order).

Adhikari and Chief Secretary Manoj Agarwal visited the injured in hospital on Saturday night, along with Health Minister Saradwat Mukherjee and senior officials. Union Home Minister Amit Shah postponed his scheduled engagements in Bengal so he could visit the injured, and said he was in touch with the Chief Minister.

Leaders across parties express grief

President Droupadi Murmu, Vice President C. P. Radhakrishnan and Governor R. N. Ravi conveyed their condolences. Former Chief Minister Mamata Banerjee said she was "deeply shocked and saddened" by the stampede at the Chorbagan pandal, while Congress president Mallikarjun Kharge urged party workers to help affected families.

What it means for pandal-hoppers this Puja

Durga Puja is Kolkata's biggest public event, and the remaining days of the festival usually bring the heaviest crowds. Authorities have urged organisers to put public safety ahead of elaborate decorations and structures. For visitors, a few simple steps can reduce risk:

  1. Avoid peak hours at the most popular pandals, especially late evenings.
  2. Note the exit routes as soon as you enter a queue or a pandal ground.
  3. If it starts raining, do not push towards the entrance; move sideways out of the crowd instead.
  4. Keep children close and agree on a meeting point in case you get separated.
  5. Follow police and volunteer instructions, and call 1800 345 5678 or the Lalbazar control room in an emergency.

What happens next

The detained organisers and security staff are being questioned, and police are expected to decide on formal charges once the CCTV analysis and witness statements are reviewed. The judge-supervised investigation, once constituted, will look at who approved the crowd arrangements and whether rules were followed. The safety committee's review of other large pandals is likely to begin immediately, given that the festival is still under way.

For the families who lost loved ones on what should have been a night of celebration, the questions about accountability will matter long after the lights of this year's Puja go out.
